Supporting established aspirations for the economy and our community, Cumberland Council is undertaking the development of an Economic and Inclusive Growth Strategy, supported by a Place Framework.

The project seeks to respond to the current and future challenges and opportunities faced by Cumberland’s economy and determine a strategy that will meet the Council’s goals of putting health and wellbeing at the heart of everything we do and developing a local economy that works for local people. In addition, we wish to determine a strategy and delivery missions that put the principles of a circular economy and community wealth at the centre of our policy making and actions.

To progress and support this work; Cumberland Council is seeking to commission appropriately qualified and experienced consultants to support the inclusive and engaging creation of an Inclusive Growth Strategy and Place plans.

two.2.4) Description of the procurement

The focus of this project is the development of a clear and evidenced strategy, delivery plan and series of deliverable place plans. It is through this work that it will be possible to further quantify wider delivery outputs. The work is staged with Components 1 to 4 representing a first stage and Component 5 a second:

Component 1 – Socio-Economic Analysis and Review

Component 2 – Inclusive and Economic Growth Strategy

Component 3: Investment and Regeneration Prospectus

Component 4 – Place Framework (by December)

Component 5 – Place Plans (To be priced separate to components 1 - 4)

The Council reserves the right to not award a Stage 2 contract even if Stage 1 is awarded.

The Council proposes to enter into the Contract for a maximum period of 5 months with the successful Tenderer for stage 1.

Further time may be agreed if it is determined to progress work on stage 2.
