two.1.4) Short description

Integrated Sexual Health Services (ISHS) provide a range of interventions that enable people to experience healthy sexual relationships.

We require a prevention focussed integrated sexual health service that meets the needs of the local population within the borough and minimises the need for residents to travel out of the area; a service that will continually improve education, prevention, testing, treatment and support services in response to a changing environment of sexual health and relationship needs.

The service will improve sexual health by delivering a range of interventions across the life course; with a focused direction of travel towards prevention, building resilience and self-esteem, along with consistently promoting healthy choices. The service will provide open and easy access, cost-effective, high-quality provision for contraception and prevention, diagnosis and management of sexually transmitted infections (including HIV), according to evidence-based protocols. The service must be responsive to changing needs and emerging trends both locally and nationally – this may include emerging infections, new technologies, changing population profile, and/or changing behaviours.

Access to the service shall be available through various channels, including a digital and face to face clinic offer, in order to effectively respond to the need across the borough and take into account inequalities. The service will need to have approaches for specific client groups as detailed in the specification with an emphasis on self-managed care, prevention and early intervention and reducing risky behaviour wherever possible.

Direct award C has been used. Contract will commence 1st April 2026 for 6 years.

Explanation:

This is a Provider Selection Regime (PSR) intention to award notice for Direct award C. The

awarding of this contract is subject to the Health Care Services (Provider Selection Regime)

Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts

Regulations 2015 or Procurement Act 23 do not apply to this award. The standstill period will conclude midnight 14th May. An award notice will be published on or after 15th May.

Decision to award was made by Director of Public Health.

The basic and 5 key criteria were all applied. The provider response was evaluated and all

criteria scored above the required pass rate.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by midnight14th May This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.
