NHS Arden & Greater East Midlands Commissioning Support Unit (NHS Arden & GEM CSU) on behalf of Birmingham and Solihull Integrated Care Board (BSOL ICB) would like to notify you of an opportunity to provide Primary Medical Services in Birmingham at Hodge Hill Family Practice, Hodge Hill.

Expressions of interest are sought from providers for a Primary Medical Care Service contract with an anticipated start date of 1st April 2024 as the existing contract will cease on 31/03/2024

two.2.4) Description of the procurement

Hodge Hill Family Practice are located at Hodge Hill Primary Care Centre, Hodge Hill, Birmingham. The premises were purpose built 10 years ago and the GP practice is co-located with a number of community services including; physiotherapy, pharmacy and podiatry. The building is managed by Community Health Partnerships (CHP).

The practice has a raw list of 6,157 patients and a weighted list size of 5587.33 patients (01.04.23). The practice has a young population when compared to the national average with 35.4% of the practice population aged under 18, compared to the national average of 20.7%. The practice has a smaller percentage of older patients with 7.7% of the patients aged over 75, compared to the national average of 10.1%. The practice is located within the most deprived decile. Information from Fingertips Public Health Data 2022 shows that Hodge Hill Family Practice has a high BAME population with 26.5% of the population identifying as Asian, 12% identifying as Black and 5.6% identifying as Mixed race. The practice is a member of the Shard End and Kitts Green PCN.

The preferred contract length is 6 years + 3 years.

The options are
1) Same premises, new provider
2) Alternative premises, new provider
3) Branch surgery

The current contract value is £654,000 per annum and is adjusted quarterly to reflect changes in practice's weighted list size. It is also adjusted in line with nationally agreed contract changes.

two.2.14) Additional information

Please note that this expression of interest has been designed to allow the market visibility of the proposed opportunity and support early engagement.

The aim of the expression of interest exercise is to;
1. Support the ICB's informed decision making on the potential options on the future commissioning of these services;
2. To help refine the commissioning and procurement approach and;
3. To gauge the level of interest from the market of capable providers with capacity to deliver the services illustrated above.

This is a market testing exercise and does not commit the Commissioners to carry out a procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements.

If more than one compliant provider registers an interest for this opportunity, meets the requirements set out in this Notice and the questionnaire then the ICB may set out details for a competitive process.

Should only one provider register an interest and meet the requirements, the ICB reserve the right to award to that provider without further publication following due diligence checks.

This is purely an early engagement exercise; any subsequent procurement will be advertised
separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when published.

This is a market testing exercise and does not commit the Commissioners to carry out a procurement process.

The procurement will be advertised in accordance with the requirements of the Public Contracts Regulations 2015 (as amended) (the “Regulations”) to the extent that the Regulations relate to services within the scope of Schedule 3 thereto (Social and Other Specific Services). The Commissioner and AGCSU are, therefore, bound only by those parts
of the Regulations applying to Schedule 3 services.
The Contracting Authority will be using an eTendering system for this market engagement exercise.
