two.2.4) Description of the procurement

NHS West Yorkshire ICB is looking to commission a Special Allocation Service (SAS) for Calderdale Cares Partnership and Kirklees Health and Care Partnerships, in accordance with the Policy and Guidance Manual Commissioning a Robust SAS - https://www.england.nhs.uk/publication/commissioning-a-robust-sas/ . The service is for patients who have been removed from their registered general practice with immediate effect, where the person has committed an act of violence or threatening behaviour against a person at a practice. The number of patients registered at any one time is very small, generally under 50 patients.

The Provider will provide primary medical services for patients deemed to be a risk to staff and other patients. Providers and their staff will be more expert and confident in handling patients who have been subject to immediate removal from a practice’s registered list. This outward confidence will also reduce the potential for conflict and reduce the risk of a violent or threatening response. The Service shall be contactable by telephone during Core Hours, 8am – 6.30pm Monday to Friday (excluding Bank Holidays). The Provider shall offer a full range of consultation methods according to clinical need and patient preference including, but not limited to, telephone, e-mail, video consultation and face-to-face consultation. Patients would be required to remain on the service for at least 12 months and the Provider would be required to undertake an annual face to face review for each patient and determine whether this is appropriate and safe to return the patient to mainstream primary medical services.

This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.’

The intention is to follow the PSR Competitive Process. If you would like to submit a bid for this service when it becomes available, please submit your response by registering on https://nhswyicb.ukp.app.jaggaer.com/ref ITT_102. Once registered, potential providers will be able to complete and upload their submission (when the ITT is live).

It is expected that the Contract Notice and tender documents will be available from the 3rd July 2024.
