two.2.4) Description of the procurement
EM Lawshare is a consortium of public bodies. At the 1 May 2021 there were 220 members. This is an increase of over 80 since the commencement of the current four year contract in 2018. This makes it by far the largest consortium of its kind.
The vast majority of EM Lawshare members are local authorities however there are a large variety of other members including NHS Trusts, Fire & Rescue, Police ,University, National Park and Arm’s Length Management Organisations. Originally when the consortium was first set up in 2006 all members were from the East Midlands now, however, members are drawn from all over the country.
Spend over the last 4 years up to and including 2020/21 was £38.4 million. The spend in 2020/21 was £13.5 million.

The Framework Agreement will cover a range of legal specialisms.
