Delayed discharges are rising to unacceptable levels due to care, including care at home, being unavailable. Remaining unnecessarily in hospital after treatment is complete can lead to rapid deterioration in physical and mental well-being, particularly in people with dementia. In addition, the occupancy of acute hospital beds by those who no longer need clinical care means these beds will not be available to those who do need them. The aim of the service is to support significant reductions in the number of people delayed in discharge from hospital until more appropriate care and support is available. Short term assessment care will have a clear focus on rehabilitation, recovery and recuperation in a Care Home environment within the Falkirk Council area.

The aim of the service is to support significant reductions in the number of people delayed in discharge from hospital until more appropriate care and support is available. Short term assessment care will have a clear focus on rehabilitation, recovery and recuperation in a Care Home for Older People environment within the Falkirk Council area.

The duration of the Framework Agreement will be from 1st August 2024 to 31st March 2025. The period of call off contracts from the framework are not limited to the framework period.

Section three. Legal, economic, financial and technical information

three.1) Conditions for participation

three.1.4) Objective rules and criteria for participation

List and brief description of rules and criteria

The minimum requirements will be:

Care Home for Older People located within Falkirk Council area registered with the Care Inspectorate.

Minimum grades of 3 with the Care Inspectorate across all Quality themes.

Agree to the pricing as outlined in Schedule 1.

The Care Home is signed up to the terms and conditions of the National Care Home Contract.

The ability to provide certain data as specified in the contract service specification and main terms & conditions.

Execution of the service is reserved to a particular profession

Reference to the relevant law, regulation or administrative provision

Registration with the Care Inspectorate and Scottish Social Services Council in accordance with Regulation of Care (Scotland) Act 2001 as amended.

Bidders should provide Registration number(s) etc at Section 4A.2 in the SPD.

three.2.2) Contract performance conditions

It is expected that successful Providers will have and maintain a Care Inspectorate rating of 3 or above across all quality themes.

It is a requirement that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the following types/levels of insurance as a minimum:

Employer's (Compulsory) Liability Insurance = 10M GBP

Public Liability Insurance = 5M GBP

Professional Indemnity Insurance = 5M GBP

SPD 4B.6 Where the credit score is less than 30/100 the bidder may be excluded from the tender process unless satisfactory information is provided that gives assurances regarding financial risk in appointing the bidder to the Framework.

The scope of services to be provided under this Framework falls within the definition of social and other specific services in Schedule 3 to the Public Contracts (Scotland) Regulations 2015 ("the Regulations") and therefore the procurement process shall be subject to the requirements of section 7 of the Regulations.

SPPN 7/2021 may apply.
