Description

Gloucestershire County Council plans to replace its Pre Placement Contract with new arrangements for the procurement of residential and nursing care, including short term placements and respite, for adults aged 18 and over.

The new contractual arrangements will be for the provision of person-centred and personalised residential and nursing care for adults living with:

acquired brain injury and spinal injuries

age related frailty

dementias

forensic needs

learning disability

mental health conditions

neurodivergent conditions including Autism

sensory needs

Engagement process description

Gloucestershire County Council (GCC) is inviting care home providers to help shape the new Residential and Nursing Care contractual arrangements for adults aged 18 and over that will replace the current PrePlacement Contract in the financial year 2026/27. 

These contractual arrangements will cover residential care, nursing care, and short term or respite placements for adults with a wide range of needs, including age-related frailty, dementias, physical disabilities, acquired brain injury, learning disabilities, mental health needs, autism and forensic needs. 

Building on previous engagement, we are seeking further insight to ensure the new arrangements are realistic, deliverable, and enable providers to deliver high quality person centred centred care. 

We invite feedback from CQC registered residential and nursing care homes providers, including:

Providers currently contracted with the Council

Providers operating within Gloucestershire who may wish to work with the Council in future

Out of county providers 

The purpose of this engagement is to seek care home providers' views on the practical implications of the different procurement routes available. We aim to gather insights from providers on market appetite, capacity, risks, barriers, and potential commercial considerations. The information gathered will be used solely to inform our procurement strategy and development of specifications.

The engagement is being conducted using a Microsoft Form that includes multiple-choice and free text questions. The link will be emailed directly to relevant providers and published on Supplying the South West Portal for visibility.

There are no in person or virtual engagement events planned for this exercise due to the targeted and exploratory nature of the engagement.

Responding to the questionnaire will not confer any advantage or disadvantage in any subsequent procurement process, nor will it create any contractual rights or obligations.

Participation in this engagement is entirely voluntary. This exercise does not formally commence a procurement process and does not constitute a call for competition. It does not commit providers to future participation.

Feedback will be reviewed in aggregate only, and individual or commercially sensitive information will not be published or used to advantage or disadvantage any provider in any future procurement activity. 

We encourage all providers with an interest in delivering residential or nursing care in Gloucestershire to complete this survey. Your insights will directly influence the shape of the new arrangements including the commercial model and supporting processes ensuring they work for providers, the Council and the people who draw on care. 

The Council reserves the right to amend its' proposed approach to market, including the route to market, scope and structure of any future procurement, based on the feedback received and its' internal governance processes.
