Orbit Group Ltd is issuing this prior information notice to invite companies to participate in the market engagement event in support of Orbits upcoming requirements for the provision of heating services. The provision of these services will relate to works carried out on all Orbit Estates across its property portfolio in the Midlands, East and South.

Orbit Group Ltd would like to invite interested parties to attend a market engagement event to be on 12th July 2023 at 14:00. The event will consist of a remote briefing providing you with an outline of the opportunity. Please see below for details of how to submit an expression of interest (EOI).

The scope of ‘Expression of Interest’ covers heating and hot water system assets which are predominately natural gas fuelled but are varied in the fuel type and include;

• Natural gas

• LPG

• Oil

• Electric

• Air Source Heat Pumps (ASHP)

• Ground Source Heat Pumps (GSHP)

• Solar thermal and PV

• Electric wet systems

• Enviro Heat

• Vented and unvented cylinders connected to gas heating sources

Orbit intend to divide geographical coverage to be a) The Midlands and b) East and South East of England.

Potential suppliers who have the capability to fulfil each of the below key requirements, are invited to express their interest. This opportunity will be tendered by way of subdivision of lots as below;

Lot 1.1 The Midlands

Domestic (Gas, LPG, oil, unvented cylinders)

3* domestic inspection, servicing and maintenance including 24/7 and 365 days per year reactive repairs and emergency call-out. Planned and reactive installations.

Lot 1.2 East and South East of England

Domestic (Gas, LPG, oil, unvented cylinders)

3* domestic inspection, servicing and maintenance including 24/7 and 365 days per year reactive repairs and emergency call-out. Planned and reactive installations.

Lot 2.1 The Midlands

Commercial (Gas)

System inspection, servicing, maintenance, and provision of all commercial attributes including catering equipment.

Orbit Group Ltd would like to invite interested parties to attend a market engagement hosted via Teams, due to take place on Wednesday 12th July 2023 at 2pm. Orbit will present and discuss in more detail its objectives and requirements in respect of this tender. Followed by an interview (via Microsoft Teams) of up to 45 minutes, structured around your response to the questionnaire which can be found on ProContract using the link above. These will take place on either Monday 17th, Tuesday 18th and Wednesday 19th, and applicants will be contacted directly. Please see below for details of how to submit an Expression of Interest (EOI).

Orbit Group manages around 45,000 affordable homes in in the Midlands, East and South East of England, and build around 1,500 new affordable homes every year. Over 100,000 people live in an Orbit home and our aim is to ensure the homes we provide and the places we create are good quality, affordable and safe.

In 2022/23 our property repairs teams contractors carried out in excess of 33,000 regulatory checks across all fuel types.

Orbit Group are seeking to find specialist partners in each specific, who can offer full provision of our requirements in either The Midlands or East and South East of England, as below.

Commercial – Orbit’s ambitious Net Zero Carbon roadmap sets out a commitment to become Net Zero Carbon in our own operations by 2030. Currently, the largest contributor to this carbon footprint is the gas used for heating our commercial boilers. The successful commercial heating contractor would be well placed to assist us with operating these heating systems more efficiently, and to help us identify energy saving opportunities

Domestic – The successful domestic heating contractor will be visiting a large number of customer homes. There are opportunities to ensure that customers heating systems are working efficiently and to offer customers energy saving advice to help them lower their energy bills. This is especially important in the context of the cost of living crisis.

BMS – Effectively managed BMS systems will allow Orbit to better control the energy use in some of its larger buildings. This will be critical for both our Net Zero Carbon roadmap and also for reducing customer energy bills. However, we have multiple types of BMS systems, sensors and operating platforms.

Orbit Group are striving to drive and achieve excellence in safety, delivery and customer satisfaction, therefore we are only looking to engage with market leaders within each specialist lot.

The market engagement event will aim to provide more information about how interested suppliers can engage with Orbit and participate in any future tendering process, as well as offering an opportunity to ask questions.

Orbit Group plan to offer our chosen partner(s) a potential 5 +2 year contract.

Orbit Group invites all parties interested in attending this event to submit an expression of interest (EOI) in the form of the questionnaire available at the ProContract link by no later than Noon (12pm) Monday 10th July 2023. The response and any questions are to be submitted using the ProContract portal. Please take care to complete all required sections to ensure that we can accommodate your organisation within the event.

Following receipt of a completed questionnaire, Orbit Group will issue an invitation to the initial briefing and an interview. Note that responses will be accepted through company accounts only and invitations will not be issued to personal email addresses.

Orbit Group Ltd reserve the right to reject requests to attend should it become necessary due to the level of interest, limitations of available technology, responses that indicate irrelevant solutions (e.g. those not suitable for Heating) or other purposes.

Caveat:

In issuing this PIN and engaging with the market, Orbit Group Ltd is not committing to conduct any procurement in relation to any element of the requirements within this category.

Equally, non-participation in this market engagement will not be taken into account in any future procurement activities and will not exclude any organisation from submitting a tender in any future competitions.

It is currently anticipated that any formal procurement relating to the provision of Heating categories will be subject to Public Contracts Regulations (PCR) 2015.

The contracting authority considers that this scope may be suitable for economic operators that are small or medium enterprises (SMEs) as well as large enterprises.
