Scope
Description
BC Services Bangladesh Ltd, a local entity of the British Council, is inviting eligible and qualified schools in Bangladesh to participate in a tender process for the provision of examination venues.
The purpose of this tender is to identify suitable school premises that can be used to conduct British Council examinations in full compliance with:
• British Council examination venue standards and operational requirements; and
• All applicable Government of Bangladesh laws and regulations governing the operation of educational institutions in Bangladesh.
Participating schools must ensure that their venues meet the required standards relating to infrastructure, safety, security, accessibility, seating capacity, examination conditions, and administrative support necessary for the smooth and secure delivery of examinations.
The selected school venues will primarily be used to conduct examinations for the school's own registered candidates. In addition, the British Council may, where required, use these venues to administer examinations for candidates from other schools and/or private candidates.

Participation
Legal and financial capacity conditions of participation
1. Must have Educational Institute Identification Number (EIIN) for administrative and exam purposes, managed by Bangladesh education boards.
2. As these services are for the local entity of the British Council, BC Services Bangladesh Limited, no international transactions are possible. Do you have the facilities in Bangladesh to operate and receive direct payment for these services?
Technical ability conditions of participation
1. Provision of Venue(s) that is/are close to local travel facilities with disabled access to the building.
2. All national and local requirements applicable to the Venue are met including those regarding insurance, fire and safety. Venues meet any relevant ISOs and/or local equivalents.
3. All national and local Covid19 health and safety measures applicable to the Venue are met. (For clarity, this includes any cleaning requirements and signage, but excludes candidate management.)
4. All Venue compliance certification is valid and appropriately displayed or accessible including Insurance, Fire Safety and relevant Health & Safety.
5. All fire exits are clearly marked and not obstructed plus fire extinguishers are in date and in sight within the Venue.
6. Clear instructions are in place regarding fire evacuation processes which are visible within the Venue and designated fire marshals are trained and on site.
7. Provision of fire detection equipment and alarms within the Venue(s).
8. There is no existing and/or any new cause or action being instigated against the Venue which may prevent or impede access to the Venue.
9. No Venue will fall into insolvency, receivership or be at risk of any financial failure during the Term.
10. All Exam Rooms have a controlled, comfortable temperature with air conditioning and/or heating systems as appropriate.
11. Provision of Exam Administrator Area.
12. Provision of Candidate Waiting Area.
13. Provision of secure storage for Candidates' belongings.
14. Clean and available, separate male and female toilets within each Venue.
15. A disabled toilet is clean and available within each Venue.

A Competitive Flexible Procedure is a multi-stage procurement process. Participants should note that the procurement will be conducted in two stages, as outlined below:
Stage 1: The PSQ will be reviewed, and a final outcome notice for the tender will be issued.
Stage 2: Applicants who successfully pass the PSQ will proceed to Stage 2 for final evaluation of both technical and commercial submissions.
