Competitive flexible procedure description

We envisage the tender process will consist of the following stages:

Stage One (this stage): Tender issued and Bidders submit a response to this Tender. PSQ and Conditions of Participation are assessed. Suppliers not meeting any Conditions of Participation will not progress any further.

Stage Two: Tender responses from Bidders that pass Stage 1 are evaluated. Down-selection of Bidders occurs and shortlisted Bidders are invited to Stage Three.

Stage Three: Shortlisted Bidders from Stage Two will meet College representatives for discussion about their tender response and the Project.

This stage will likely include a presentation from the shortlisted bidders in order to further explore key elements of the tender response as well as addressing the overall delivery of any Objectives. This will be explained in more detail within the ITT and/or for shortlisted bidders.

Stage Four until the Final stage: Re-evaluation of tender responses will take place. This may be following further, refined or Final Stage tender responses from Bidders or further meetings.

Further short-listing and down selection (in a similar fashion to Stage 2 and 3) may take place in subsequent stages (i.e. stage 5, 6 etc) to reduce the number of Bidders until the Final Stage.

Final stage: Submission and evaluation of 'best and final' tender responses, followed by internal award process and all necessary award procedures.

Please note that whilst this section is correct to the best our knowledge, we reserve the right to vary the process. Such variation may include the addition or removal of procurement stages based on our sole discretion.

The College reserves the right to refine the award criteria and / or weightings during the process, up to the point before any 'best and final' tender responses from Bidders at the Final Stage.
