The key aspirations for Direct Payment & Personal Health Budgets are:
• Focus on the individual, their strengths, choices, assets and goals
• Focus on the outcomes that individuals and carers wish to achieve
• A comprehensive support offer that enables the person to manage their Direct Payment or Personal Health Budget effectively and lawfully

Other information
Description of risks to contract performance
1. Increase in the number of Direct Payment recipients and the capacity within the current contract to enable us to respond to increased demand. This area is of strategic importance to both adults and children, so it is high risk. We need the ability to respond by expanding the contract.
2. Possible changes to legislation or policy.
3. The use of Artificial Intelligence will require clear oversight and governance of any use and possible amendments to contractual terms.
4. Possible divergence of requirements of the collaborating parties to the agreement which may require either changes to the agreement or possible withdrawal of one or more of the partners.
5. Possibility of bringing part or the whole of the Services back in house to be provided by Sefton Council.
