Description
Supporting victims, survivors, witnesses, and those harmed by crime is at the heart of this Police and Crime Plan, helping people to get justice. The Mayor will continue to commission the most appropriate services that victims and witnesses need, building on the excellent work already being undertaken around priorities. Victim Referral and Assessment services, embracing the concept of: One point of local contact for all individuals affected by crime, offering Integrated, specialist; information, care and support pathways to tailored interventions and a range of assessment and support services for adults and young people. Coordination and simplification of access for victims to wider healthcare, social care, and criminal justice processes to holistically improve individual health and well-being, as well as criminal justice outcomes. The anticipated budget is £8.4 million across the full 7 year period if all extensions are taken.

Engagement process description
In April 2025, we published a UK3 Planned Procurement Notice (PPN) under the new Procurement Act 2023 (PA23), which included details and registration information for a Market Engagement Event relating to the future commissioning of the West Yorkshire Victims Referral, Assessment, and Local Support Services. The Market Engagement Event took place on Thursday 10 April 2025, from 10:00 to 11:00 AM, and was held online via Microsoft Teams. The purpose of the event was to assess market interest, outline our commissioning strategy and ambitions, present key information including our funding position and proposed timeline, and introduce the e-tendering portal (YORtender) that will be used for the procurement. The session also included a Q&A segment to allow suppliers to raise queries. The event slides, recording, and Q&A responses will be made available to all potential bidders as part of the tender documentation.
