Changing Futures - Expressions of Interest

This notice is to inform providers of a grant that the Council has successfully won from Central Government called Changing Futures. This is a three-year MHCLG programme aiming to:

1. Improve how local services and systems work for adults experiencing multiple disadvantage

2. Influence government policy and local commissioning

3. Generate learning, and test new partnership approaches

The grant equates to £3.3 million over 3 years, however not all of this will be commissioned externally, the Council is also considering a 2 year extension. We will be looking to publish a tender opportunity to appoint a lead delivery partner/partnership. The lead delivery partner/partnership will bring experience of tackling disadvantage at individual, service and system levels for clients experiencing at least three of the following: homelessness, substance misuse, mental ill-health, criminal justice involvement, domestic abuse.

The lead delivery partner/partnership will need to work with strategic partners to facilitate system change and work to a theory of change model. We are looking for innovation and creativity to identify and address system issues.

The lead delivery partner/partnership will need to be reflective of the priority groups that this bid is initially focussed on, these are:

• Young People from minority ethnic communities (MEC), experiencing multiple dis-advantage compounded by discrimination;

• Women experiencing domestic abuse;

• People experiencing complex/compound trauma, behavioural challenges, chronic homelessness

The Council is open to applications of interest from different organisations willing to collaborate and are exploring collaborative opportunities and contracting models such as alliances. This PIN notice maybe used to reduce the timescales for any potential tender process as well as provide market intelligence about potential bidders interested in becoming the lead delivery partner/partnership.

As part of this programme the City's Golden Key Partnership (Fulfilling Lives) will be refreshed to reflect the Changing Futures programme, the Council is also interested in hearing from organisations that would be interested in joining this wider partnership with the intention of addressing multiple dis-advantage.
