two.1.4) Short description

NHS Midlands and Lancashire Commissioning Support Procurement Unit are issuing this Prior Information Notice on behalf of NHS Leicester, Leicestershire and Rutland Integrated Care Board (ICB) who are seeking initial engagement and feedback from the market to establish potential interest to deliver the future provision of All Age Community Self-Harm Services in Leicester, Leicestershire and Rutland.

The notice has been issued subject to the Provider Selection Regime (PSR) regulations 2023 for the Procurement of Healthcare Services, to establish market interest in the services here described.

The ICB has not made any decisions with regards to which PSR process to follow in accordance with PSR at this time, and is looking for responses that may guide their decision making in this regard for the future.

Potentially interested parties are invited to respond to the questions within Atamis project C290253 to express an interest and to give feedback on the specification enclosed with this Early Supplier Involvement advertisement. Full details of the service are set out in the Specification within Annex 2.

two.2.4) Description of the procurement

The Leicester, Leicestershire and Rutland Integrated Care Board (LLR ICB) are driving forward the development of targeted early intervention services for self-harm and the associated behaviours to prevent escalation to high acuity services and crisis situations.

The community self-harm service will provide an all-age service (online and face to face) for self-harm increasing capacity and expertise in the local community to support:

• People that self-harm providing a variety of needs-led support including, stabilisation (emotional support, peer to peer model or equivalent), 1:1 face to face therapeutic sessions that are evidence-based and led by a qualified therapist in an accessible location within LLR (in agreement with commissioners to target place based hotspots), group sessions (face to face and digital), digital support which may be text support, an app, video calls and self-help resources on a dedicated website.

• People in crisis who have self-harmed providing drop-in clinics, phone support, onward referrals to keep people in crisis safe.

• Those caring for or affected by individuals who self-harm who may need support in understanding self-harm and how to help or may be struggling with their mental health as a result.

• Those individuals who need signposting and / or onward referrals working with other LLR partners and providers to ensure smooth transition.

• A method of support whilst waiting for assessment and treatment, with an action plan to triage those at most risk on the waitlist.

Provider Selection Regime

The ICB are aware of their transparency obligations under The Health Care Services (Provider Selection Regime) Regulations 2023. Please note for those providers expressing interest for these services, this does not guarantee that they will not be required to register for any future provider selection process, and they should not rely on their response to this Expressions of Interest notice as confirmation that the ICB will proceed further. Furthermore, although the ICB is conducting this market engagement exercise, it is under no obligation to take up any suggestions from providers.

All details provided by the ICB are in draft format, the ICB reserves the right to change/amend any aspect of the requirement prior to any potential future procurement exercise.

This notice is issued subject to Provider Selection Regime regulations. Please note that any subsequent contract ultimately emanating from this notice will be subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contract Regulations 2015 will not apply to any future award.
