two.1.4) Short description

The Tactical Systems (TacSys) Delivery Team (formally known as BATCIS) are delivering the LE TacCIS Programme which is part of the Government and Defence Major Projects Portfolio. TacSys is responsible for delivering capability for the Littoral, Land and Air-Land operations; and linking platforms, sensors, bases, individuals, deciders and effectors. The LE TacCIS Programme covers a wide range of projects, each of varying sizes, levels of complexity and integration. Through this programme, we are seeking to deliver capabilities ranging from Tactical CIS for the frontline soldier through to wide area battlefield communications and enabling reach-back to UK based systems. To aid the delivery of this capability, it is our (TacSys) intent to compete the requirement for a private sector support contract commencing in Q4 2023, with an estimated value of up to £200M for period that could span over five-years, to provide output-based support through a flexible commercial model.

The Authority anticipates the scope of the service is likely to include, but not be limited to, the following areas:

Digital Data and Technology – Solutions / Systems Architect, Technical Architect, Network / Infrastructure Architect, Security Architect / Engineering and Test Engineering. Engineering Systems Engineering, Software / Application Engineering, Radio / Frequency / Waveform Engineering, Platform Integration Engineering, Safety and Environment and Requirements Engineering. Project Delivery – Project / Programme Management, Project Controls and Acquisition / Procurement. Logistics (incl ILS) – Logistics Management and Support; and Supply Chain Management.

Finance – Financial Management, Cost Modelling and Cost Estimating TacSys is responsible for the development, fielding and sustainment of a range of tactical Communication and Information Systems (CIS) in the joint Land Environment (LE). The team’s current portfolio includes: the in-service BCIP 5.6 (Bowman, Common Battlefield Applications Toolset (ComBAT), Infrastructure and Platform), Falcon, Joint Common Remote Viewing Terminal (JCRVT), Makefast, and Personal Role Radio capabilities; and the acquisition of MORPHEUS, TRINITY, DISMOUNTED SITUATIONAL AWARENESS (DSA), and Tactical Satellite radio capabilities. Each of these capabilities have their own specific mandates, and a dependency upon Suitably Qualified Experienced Personnel (SQEP) from the private sector to deliver this significantly complex programme across the Defence LE Tactical CIS (TacCIS).
