North of England Commissioning Support (NECS) was commissioning a support service working for and on behalf of NHS North East and North Cumbria Integrated Care Board (the Contracting Authority) in the localities of Middlesbrough, Redcar and Cleveland (South Tees) who were undertaking a procurement to commission an Integrated GP Out of Hours Service across the South Tees locality of Tees Valley under the NHS Standard Contract 2022 / 23 Full-length (Particulars, Service Conditions, General Conditions) or any edition or any subsequent revisions. Main site or place of performance 1. James Cook University Hospital, Marton Road, Middlesbrough TS4 3BW; and 2. Redcar Primary Care Hospital, West Dyke Road, Redcar TS10 4NW. North of England Commissioning Support (NECS) is a commissioning support service working for and on behalf of NHS North East and North Cumbria Integrated Care Board (the Contracting Authority) in the localities of Middlesbrough, Redcar and Cleveland (South Tees) who were undertaking a procurement to commission an Integrated GP Out of Hours Service across the South Tees locality of Tees Valley under the NHS Standard Contract 2022 / 23 Full-length (Particulars, Service Conditions, General Conditions) or any edition or any subsequent revisions. The term of the contract was for 3 years with effect from 01 October 2023, with the option to extend for a further 24 months, subject to satisfactory financial and contractual performance and at be discretion of the Contracting Authority.

The procurement was abandoned on 23 June 2023

The Contracting Authorities recently received unprecedented news that NHS England funding has been received within the financial year 2023/24 to secure premises for Stage 3 of the fully Integrated Urgent Care Treatment and Out of Hours service model. This is 3 years ahead of schedule and the Contracting Authority feels it is therefore appropriate to abandon the current procurement process and consider the future route to procure for the fully integrated service model.

For the avoidance of doubt, the Contracting Authority declares this NECS463 Integrated GP Out of Hours Service procurement as now abandoned and will no longer be proceeding.

The Contracting Authorities would like to take this opportunity to thank all participants for their inputs and trust that this will not deter interest in future opportunities.
