seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The contract consists of six bespoke services:

1. Wellbeing for Life Service.

2. Macmillan Joining the Dots Service.

3. Cancer Awareness and Health Promotion.

4. Health Squad Service.

5. NHS Health Checks Programme - Wellbeing Advisors.

6. County Durham Workplace Health MOTs

This modification relates to 6. County Durham Workplace Health MOTs, which is a team dedicated to undertaking Health MOTs in targeted workplaces across County Durham.

The checks delivered will spot the early signs of heart disease and provide people with the information they need to reduce their risk of having a heart attack, stroke or developing diabetes It will encourage employers to support people to stay well in work, by gathering and sharing learning on delivering health checks in the workplace.

To modify the above contract, as permitted under the Health Care Services (Provider Selection Regime) Regulations 2023:

Durham County Council (DCC) has been participating in a National grant funded pilot programme to deliver up to 130,000 cardiovascular disease (CVD) checks in workplaces between 01 September 2024 and 31 March 2025. A national pilot review and evaluation which DCC has contributed to is due summer 2025 and a decision on the future provision of workplace health checks will potentially be made winter 2025. Common delivery challenges across pilot local authorities have already emerged. However, with the scheduled end of the National pilot on 31 March 2025 and continued MOT activity and traction in February/March 2025 a short-term contract extension will maintain momentum and provide continuity of MOT delivery, using the existing delivery model, fully trained staff, and with monitoring, collection of data sets and evaluation already in place. The extension will also enable further data to be gathered to inform an application made into a wider public health underspend exercise which would be impacted by the end of contract and disbanding of the MOT team on 31 March 2025.

The decision is therefore to modify the contract to pay the Provider an additional £51,368.13 to deliver the County Durham Workplace Health MOTs from 01 April 2025 to 30 June 2025.

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

This modification to the contract is permitted under the Provider Selection Regime regulations as the modification is clearly and unambiguously provided for in the original contract, which included the condition that "The scope of this procurement will also include an allowance of an additional 25% on top of the total value of the five adult wellbeing services to enable the inclusion of any additional external and/or grant funding that is secured by the Commissioner during the contract term for interventions that are consistent with the aims and objectives of this contract."
