Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Negotiated without a prior call for competition

  • The works, supplies or services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons

Explanation:

This VEAT notice refers to the extension of a contract originally awarded via a mini-competition. Due to the current market conditions it is not viable to tender for a new lease agreement at present. Multiple market factors are affecting the vehicle leasing market. Availability is limited with manufacturers not currently in the position to process orders for the necessary vehicles within the timescales required. Global shortages are seeing orders being delayed or cancelled and prices have increased sharply.

Retendering at this point is likely to lead to limited submissions, significant price increases and a higher risk of order cancellations or delays to lead times ultimately increasing the risk of Livv being unable to carry out critical core business services.
