Framework operation description

Call-off Contracts will be awarded based on a 100% price, with the lowest price for each item of plant or haulage being awarded the Call-off Contract.

Due to the complexity and variation of requirements, tenders will be evaluated against the Council’s requirements using the tendered rates submitted and orders shall be placed with the tenderer submitting the lowest price in relation to a particular item. As well as the plant/haulage rate other charges will be considered, i.e. other aspects such as delivery and the supplementary rates submitted within the pricing schedule.

If the lowest priced tenderer cannot supply the required plant/haulage vehicle then the Council will request the plant/haulage from the next lowest priced tenderer and so on.

Depending on the location of works, instances may arise where it will not be cost effective for the Council to travel to various locations for the collections of plant/haulage. On these occasions the Council will take into account their cost of travelling to such various locations when evaluating the tenders.

2. Express an interest in the project:

— Login to the portal with your username/password.

— Click the “ITTs Open to All Suppliers” link (these are the ITTs open to any registered supplier).

— Click on the relevant ITT to access the content.

— Click the “Express Interest” button in the “Actions” box on the left-hand side of the page.

— This will move the ITT into your “My ITTs” page (this is a secure area reserved for your projects only).

— Click on the ITT code. You can now access any attachments by clicking the “Settings and Buyer Attachments” in the “Actions” box.

3. Responding to the invitation to tender:

— You can now choose to “Reply” or “Reject” (please give a reason if rejecting).

— You can now use the “Messages” function to communicate with the buyer and seek any clarification.

— Note the deadline for completion, then follow the onscreen instructions to complete the ITT.

— There may be a mixture of online and offline actions for you to perform (there is detailed online help available).
