The Council wishes to award multiple contracts for the Provision of Substance Misuse Recovery and Treatment Services.

The Office of Health Improvement and Disparities (OHID) informed Local Authorities of their intention to award indicative sums of additional funding to support improvements in the quality and capacity of local drug and alcohol treat

ment systems in 2022/23 to 2024/25.

The Supplemental Substance Misuse Treatment and Recovery Grant is to be used to directly address the aims of the treatment and recovery section of the drug strategy.

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

To modify the above contract, as permitted in the Health Care Services (Provider Selection Regime) Regulations 2023:

Public Health Senior Management Team agreed on 15 May 2024 to pay Humankind an additional £782,297 during 2024/25 to enable the provider to deliver interventions approved by the Office for Health Improvement and Disparities (OHID) for Year 3 (2024/25) of the Supplementary Substance Misuse Treatment and Recovery Grant and the Housing Support Grant. The plans for Year 3 of the grants included the delivery of additional posts and interventions by Humankind following confirmation of Durham County Council's allocations by OHID.

This modification to the contract is permitted under the Provider Selection Regime regulations as the modification is clearly and unambiguously provided for in the original contract.
