The 2019–20 coronavirus pandemic is ongoing. Common symptoms include fever, cough, and shortness of breath. Complications may include pneumonia and acute respiratory distress syndrome. Increasing capacity and adapting healthcare for the needs of COVID-19 patients is described by the WHO as a fundamental outbreak response measure. The testing service for Oldham contributes to the National and Local Test, Trace, Contain & Enable strategy, the aim of which is to prevent the occurrence and transmission of COVID by maximising access to testing to identify cases, trace contacts and take action to prevent onwards transmission.

Oldham Borough Council (“Authority”) (“the Council”) wish to establish a preferred provider list of providers (“Tenderers”) with established Clinics in Oldham under the Pseudo Dynamic Purchasing System to deliver the provision of Community Testing Service to the people of Oldham. The testing service for Oldham contributes to the National and Local Test, Trace, Contain & Enable strategy, the aim of which is to prevent the occurrence and transmission of COVID by maximising access to testing to identify cases, trace contacts and take action to prevent onwards transmission. the Council is using the accelerated time limits permitted under the Public Contract Regulations 2015 (regulation [27(5) for the open procedure]) in respect of this procurement.
