The purpose of this PIN is to provide advance notice that the Department for Science, Innovation and Technology is considering undertaking a tender exercise to set up a new series of work packages under the Cyber Runway programme. These will boost the development of British cyber security SMEs with a special focus on removing barriers to growth.

The government sees kickstarting economic growth as a key mission. DSIT plays a major part in that mission and its priorities include accelerating innovation, investment and productivity through world-class science, research and development; using technology for good by ensuring that new and existing technologies are safely developed and deployed across the UK and supporting a government which gives British citizens more of their time back.

The Cyber Runway programme helps DSIT achieve in these areas by providing a multi-strand programme to British cyber entrepreneurs as they commercialise new products and make UK businesses and citizens safer and time richer. At the core of the Cyber Runway programme is a recognition of the importance of growth and resilience. Specifically, the resilience of the UK and the resilience of Emerging Tech.

Recent estimated values of the Cyber Runway programme to date indicate that the total monetised benefits of the programme are between £12.3m and £17.6m. This range is significantly higher than the total programme costs. The government is therefore offering an invitation to tender (ITT) for Cyber Runway Year 5. This will be done through work packages.

The work package structure of this framework will be determined following market engagement.

Price is not the only award criterion and all criteria will be stated only in the procurement documents.

The department uses Jagger eSourcing Portal as its eSourcing tool. Jaggaer will be used for this competition. To register as a supplier, please visit www.jaggaer.com and follow the instructions to register as a supplier.

Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so.

Services will be delivered primarily within the United Kingdom.

The estimated value is an indicative value over the lifetime of the framework.

The Cyber Essentials scheme is mandatory for Central Government Contracts which involve handling personal information and providing certain ICT products and services. The scheme defines a set of controls which, when properly implemented, will provide organisations with basic protection from the most prevalent forms of threat coming from the internet.

To participate in this procurement, bidders will be required to demonstrate that they are Cyber Essentials compliant for the services under and in connection with the procurement

Estimated timescale for any publication of a subsequent ITT is May 28 2025
