The Foreign, Commonwealth and Development Office (FCDO) has award a contract for services to deliver Technical Assistance (TA) and support the financial assistance (FA) work to the Government of Jordan (GoJ) as part of Strengthening Societal and Economic Resilience in Jordan (SSERJ) programme.

The contract value is up to £13m. The contract is expected to run from June 2023 to May 2027 at a contract value of up to £8m with a possible extension(s) of up to 24 months in total and potential additional value of up to £5m.

The objective of this contract is to drive efficiencies and cost savings within the GoJ through the delivery of Technical Assistance for Social Protection Systems Strengthening and Social Protection Policy Development.

two.2.4) Description of the procurement

The Foreign, Commonwealth and Development Office (FCDO) has awarded a contract for services to deliver Technical Assistance (TA) and support the financial assistance (FA) work to the Government of Jordan (GoJ) as part of Strengthening Societal and Economic Resilience in Jordan (SSERJ) programme.

Provision of the Core Service to manage the day to day operations of the programme including the identification, development and delivery of programme activities, oversight and management of the Technical Assistance pool, engagement and collaboration with stakeholders including the Government of Jordan, financial management and delivery of the periodical reports set out in section 9 “Reporting Requirements” of this ToR, facilitation of programme meetings, effective management of downstream partners and supply chain including related due diligence, risk management, logistics and administrative duties.

Provision of Technical assistance for systems strengthening and capacity building for GoJ. Activities could include: supporting the implementation of the M&E framework for the National Social Protection Strategy (NSPS); support to the National Unified Registry (NUR); improvements to the NAF’s Management Information System (MIS); support to strengthen complementarity and alignment between social assistance and social insurance programmes; support the implementation of NSPS pillars including the new inclusive shock responsive Social Protection pillar, i.e. climate shocks; support to make the social protection system more gender and disability inclusive and responsive

Provision of Technical assistance for policy development, analysis and advocacy on the inclusiveness of social protection in Jordan. Activities could include: building the evidence and case for alignment between national social protection system and humanitarian response; support to the GoJ in assessing long term costs and benefits of enhancing the redistributive role of the Jordanian Tax System; policy and capacity development of governmental and non-governmental national stakeholders to facilitate a high-quality data and national debate on various aspects of Social Protection system design and their implications.
