Framework operation description

Due to the complexity and variation of items/products orders will be evaluated against the tendered rates submitted and awarded based on the most advantageous bid in relation to those particular item/products. All Call offs will be conducted using 100% price.

If the most advantageous tender cannot supply the required goods then the council will request the goods from the next most advantageous tender and so on.

Due to the complexity and variation of items/products orders, we will at all times reserve the right to make the commercial decision to order or collect goods from any of the contracted supplier’s dependant on the stock availability of the required goods. This decision will be contingent upon the geographical proximity of the works to the respective supplier's premises. Consequently, this might result in the procurement of goods from a supplier whose rate is not the lowest among the available options.

Mini Competitions

Mini competitions will be undertaken where the value of the required goods exceeds £15,000 (excluding VAT), or where the requirement involves a large stock order, high operational impact, or specialist goods. The Council reserves the right to initiate a mini competition at any time during the duration of this Framework, regardless of the value of the required goods, where it is considered to be in the Council’s best commercial or operational interests, including to address Supplier performance concerns, ensure continuity of supply, or secure the most advantageous outcome.

The Council will invite all appointed Framework Suppliers on the relevant Lot to tender as part of the mini competition. Suppliers will be ranked based on the evaluation criteria stated in the mini competition documentation.

Where the highest ranked Supplier for that item is unable to supply the goods within the specified timescales or requirements, the Council reserves the right to award the call off to the next highest ranked Supplier, and so on.
