The Council is seeking to select a bidder to enter into an Agreement for Building Lease, Building Lease and Lease and develop the Site, all preceded by an Exclusivity Agreement if required by the successful bidder.

The proposal is that the Agreement for Building Lease will contain the conditions that have to be satisfied before the development of the Site takes place under the terms of the Building Lease and on completion of the development the Lease will be granted. More than one Lease may be granted, if required, to cater for situations where the development is completed in phases.
