SERVICE DESCRIPTION
The aim of the service is to improve the health of Surrey residents and reduce health inequalities by providing services that are tailored to local health needs and improve outcomes of residents in their communities.
The County Council will commission Community Pharmacy Public Health services in Surrey to deliver the following services:
Sexual Health
• Emergency Hormonal Contraception (morning-after pill)
• Chlamydia screening and treatment
Drug Misuse services
• Needle Exchange
• Supervised Consumption
• Take Home Naloxone
Other
• Health Checks in Pharmacy
• BP+
It is anticipated that the tender will start in late summer 2021 with the contract starting in Spring 2022. The duration of the contract will be 5 years with option to extend for a further period(s) of up to 2 years.

DYNAMIC PURCHASING SYSTEM
A DPS is a procurement procedure compliant with the Public Contract Regulations 2015. It is a fully electronic system, used to award compliant contracts. It operates with the joint benefits of a framework agreement, in which suppliers confirm at the time of application that they will comply with the terms of the DPS and any call-off contract terms published, as well as an approved supplier list. The arrangement allows any supplier who meets the minimum criteria to apply at any point during the duration of the DPS to join. The call-off procedure and arrangements would be made available when this tender goes live.
To be accepted on to the DPS supplier list, Bidders will have to satisfy the Evaluation Panel that they can meet the minimum quality standards as will be requested in a Pre- Selection Questionnaire and Selection Questionnaire for each Lot.

Surrey County Council Public Health commissioners are looking to tender the Community Pharmacy Public Health Services provision. It is anticipated that the new contract will commence in Spring 2022.
This notice is placed as a Prior Information Notice in order to inform the market about an up and coming procurement rather than a call for competition in its own right, and therefore, publication correspondence does not commit Surrey County Council to a future procurement, nor provides any process exemptions or preferential treatment to any parties expressing an interest.
The Commissioners will not be liable for costs incurred by any interested party in participating in this exercise.
The services are healthcare services falling within Schedule 3 of the Public Contracts Regulations 2015 (the Regulations) which are not subject to the full regime of the Regulations, but is instead governed by the Light Touch Regime contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
