Description
Some NHS organisations have out of date Sterile Services and/or Endoscopy Decontamination Departments. In order to maintain compliant services, NHS organisations either need to outsource these services or invest in the development of new facilities.
This Framework will offer a solution for NHS organisations (Participating Authorities) wishing to invest in the development of new facilities. The Framework will allow NHS organisations to procure a Supplier who can design, build and equip a Sterile Services or Endoscopy Decontamination facility and subsequently maintain the facility and its equipment under a managed service contract. The new facility could be new build, modular or fit out, and could be located on site, or off site depending on client requirements. The Supplier may provide finance to the NHS organisation for the design, build and equip of the facility.
Outsourcing of Sterile Services and Endoscopy Decontamination Services are not within the scope of the proposed Framework.
The Framework will be offered in four Lots
Lot 1 - Design, Build, Equip and Maintain a Sterile Services Facility.
Lot 2 - Design, Build, Equip and Maintain a Sterile Services with Design, Build, Equipment and ongoing provision of appropriate facilities management financed by the Supplier.
Lot 3 - Design, Build, Equip and Maintain an Endoscopy Decontamination Facility.
Lot 4 - Design, Build, Equip and Maintain an Endoscopy Decontamination Facility with Design, Build, Equipment and ongoing provision of appropriate facilities management financed by the Supplier.

Description
Lot 1 will enable Participating Authorities to contract for the design, build and equip of a new facility from which Sterile Services would be provided; and optionally obtain a managed service for ongoing facilities management and maintenance of the new building facility; and optionally obtain a continuing managed service for ongoing maintenance, availability and renewal of the decontamination services machinery, equipment and surgical instruments and supplies.

This Framework will be available for use by Contracting Authorities in the United Kingdom that exist on 1/5/2025, any of their successors and which fall into one or more of the following categories and any new bodies which fall within the categories below:
1. NHS bodies.
2. Excluded Authorities as defined in section 2 (5) of the Procurement Act 2023. If Excluded Authorities' requirements can be met under this Framework, call-offs from this Framework will be unregulated purchases for the purposes of the Procurement Act 2023.
