This is a Provider Selection Regime (PSR) Intended Approach Notice. The London Boroughs of Merton, Richmond upon Thames, Sutton, and Wandsworth (the “Participating Authorities”) intend to follow the PSR’s Most Suitable Provider Process to award contracts for the provision of Integrated Sexual Health (ISH) services across the four boroughs of Merton, Richmond, Sutton and Wandsworth.
The ISH Service includes the provision of genitourinary medicine services, contraception and sexual health services, providing open access sexual and reproductive health services (Levels 1-3), including testing and treatment for sexually transmitted infections, routine and complex contraception, medication to prevent HIV infection, advice, support and specialist clinics. The standard requirements of London-based ISH Services are set out in the localised version of the London Sexual Health Service Specification.
Each of the four London Boroughs will appoint and enter into a contract with the selected ISH Provider delivering site-based clinical services in its area. An overarching collaboration agreement will also be established between all appointed ISH Providers and the four Participating Authorities, and it will be mandatory for all parties to work collaboratively in delivering ISH services across the administrative area of the four Participating Authorities
The Contracts will be for an initial period of five (5) years and six (6) months, commencing on 01 October 2026, with the option of one or more extension periods totalling up to five (5) years at the discretion of the Participating Authorities.

two.2.4) Description of the procurement
The London Boroughs of Merton, Richmond Upon Thames, Sutton and Wandsworth (the “Participating Authorities”) intend to follow the PSR’s Most Suitable Provider Process to award contracts for the provision of Integrated Sexual Health (ISH) services across the four boroughs of Merton, Richmond, Sutton and Wandsworth.

The contract value is estimated at £4,734,915 per annum, equating to £49,716,608 over the total contract period of 10.5 years for all four boroughs. Further activity-based payments will also apply, please refer to the Financial Schedule included in the Information Pack for further information.
The Participating Authorities intend to award new ISH contracts to providers who will work collaboratively to deliver ISH services across the four boroughs.
The Participating Authorities will assess whether identified providers are considered suitable to provide the ISH service through a two-stage process:
Stage 1 – Applying the Basic Selection Criteria in accordance with regulation 19 of the PSR outlined below:
(a) Suitability to pursue a particular activity;
(b) Economic and financial standing;
(c) Technical and professional ability.
Stage 2 - The Participating Authorities will then assess providers who satisfy the Basic Selection Criteria against the Key Criteria as set out below to determine the Most Suitable Provider.
