two.1.4) Short description

The Department for Business and Trade (DBT) Office for Product Safety and Standards (OPSS) is the appointed Market Surveillance Authority responsible for enforcing the Ecodesign Regulations for Energy-Related Products 2010, Energy Information Regulations 2011 and the Ecodesign for Energy-Related Products and Energy Information Regulations 2021 within the UK.

OPSS are seeking to engage with suppliers with the right competency to test six (6) product types across five (5) lots to determine their efficiency and compliance with the Retained EU Regulations – in designated British Standards, where applicable.

The testing budget across all 5 Lots is £330,000. However, it may be necessary to complete additional testing on any non-compliant items, and so the maximum total contract value for each contract will be Lot 1: Solid Fuel Local Space Heaters - £140,000; Lot 2: Household Tumble Dryers & Washer Dryers - £540,000; Lot 3 : Electric Motors- £100,000; Lot 4: Residential Ventilation Units - £300,000; and Lot 5: Fridge Freezers - £240,000, making a total of £1,320,000 across all Lots. This will allow OPSS to focus on non-compliances that are of particular concern. Under these circumstances this will of course mean there is less spend in some of the contracts if OPSS chooses to focus additional testing on a particular contract. There will be no obligation to undertake testing to reach the maximum budget.

To test six (6) or seven (7) products for each of the Lots listed below to determine their efficiency and compliance with the Retained EU Regulations – in designated British Standards, where applicable.

This procurement is split into five different Lots as follows:

• Lot 1 - Solid Fuel Local Space Heaters

o Retained Commission Regulation (EU) 2015/1185 (Ecodesign).

o Retained Commission Regulation (EU) 2015/1186 (Energy Labelling).

• Lot 2 – Household Tumble Driers and Washer-Dryers

o Retained Commission Regulation (EU) 932/2012 (Ecodesign) for tumble driers.

o Retained Commission Regulation (EU) 392/2012 (Energy Labelling) for tumble driers.

o The Ecodesign for Energy-Related Products and Energy Information Regulations 2021 (Schedules 9-11) for washer-dryers.

• Lot 3 – Electric Motors

o The Ecodesign for Energy-Related Products and Energy Information Regulations 2021 (Schedules 16-18) for electric motors.

• Lot 4 – Residential Ventilation Units

o Retained Commission Regulation (EU) 1253/2014 (Ecodesign).

o Retained Commission Regulation (EU) 1254/2014 (Energy Labelling).

• Lot 5 – Household Fridge Freezers

o The Ecodesign for Energy-Related Products and Energy Information Regulations 2021 (Schedules 13-15) for Fridge Freezers.

Bidders may bid for any number of Lots. It is the intention of the Contracting Authority to award a contract to a single supplier or consortium for each Lot.
