Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
Following a technical review of the Turing Scheme - a post-Brexit programme to replace Erasmus - CRM services were identified as being necessary for this key service. In order to ensure delivery of the CRM service requirements for that programme, this contract was identified as a suitable commercial vehicle to utilise so that the services could be delivered to the timelines identified. A change in contractor would cause significant inconvenience through getting them fully up-to-speed with the complexities of the delivery environment and project to date, alongside Departmental standards and ways of working. This would add time and complexity to a tight delivery schedule, and there would be associated costs incumbered through the duplication of certain elements of delivery between the incumbent and a new supplier. This combination of activities would add to delivery risks of having Turing phase 4 completed by the deadline.
