NHS Norfolk and Waveney Integrated Care Board is undertaking this pre-procurement market engagement/discovery exercise to gather market intelligence regarding a future Population Health Management (PHM) solution Procurement.
As part of this pre-procurement market engagement/discovery exercise, potential providers are invited to an open day to demonstrate the functionality of your solutions to a range of ICB and Primary Care stakeholders who will attend throughout the day. There will also be an opportunity to deliver to separate demonstration of your Solution that is based upon pre-defined scenarios to be provided by NHS Norfolk and Waveney ICB shortly after the closing date for registering your interest.
The open day/demonstrations are to take place on Thursday 13th July 2023 with the open day starting at 9.30am - 3.30pm
For information on how to request the pre-defined scenarios and to book a place at the open day, potential providers should register their interest via the Atamis e-Procurement system (https://health-family.force.com/s/Welcome), Project Reference C188356 no later than 5pm on Friday 7th July 2023.
This initial engagement/discovery exercise will help inform options and further decision making. For the avoidance of doubt, this PIN is intended as an awareness/information gathering exercise only and is not a call for competition, is not a pre-qualification process and is not the start of a formal procurement exercise.
Participation or non-participation in this pre-procurement market engagement/discovery exercise shall not prevent any potential provider participating in, nor shall it place any potential provider at an advantage in any future procurement opportunity.
Any future procurement opportunity could be published between July and September 2023. However, this timeframe is indicative, and NHS Norfolk and Waveney ICB reserves the right to reschedule any forthcoming publication at any time

NHS Norfolk and Waveney Integrated Care Board (referred to as the Commissioner) are inviting suitably qualified and experienced providers to express their interest in the provision of a Population Health Management Solution.
NHS Norfolk and Waveney Integrated Care Board is undertaking this pre-procurement market engagement/discovery exercise to gather market intelligence regarding a future Population Health Management (PHM) solution Procurement. The solution may include, but is not limited to:
Risk stratification and costed segmentation
Predictive Modelling
Economic modelling and actuarial projections
Benchmarking Variation
Supporting targeted interventions
Monitoring and evaluation
As part of this pre-procurement market engagement/discovery exercise, potential providers are invited to an open day to demonstrate the functionality of your solutions to a range of ICB and Primary Care stakeholders who will attend throughout the day. The aim of this Expression of Interest is to;
1. provide the market with visibility of the proposed opportunity;
2. support the ICB decision making to inform the future commissioning of services (as applicable);
3. to help define the future service approach and model;
4. to gauge the level of interest from the market of capable providers with capacity across the region to deliver the services noted above.
5. Invite interested Providers to attend a Market Engagement Event on Thursday 13th July 2023.
A further tender advertisement will be issued at the appropriate time. You will not be disadvantaged in any subsequent tender process if you choose not to attend this market engagement event as the market engagement information will form part of any future tendering documentation, but the Commissioners wish to understand your views on the proposed model, activity and financial envelope.
Registration to attend the market engagement event closes 17:00 hours 7th July 2023. Please note this is a market testing exercise and does not commit the ICB to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Any future opportunity will be advertised in accordance with the regulations.
