four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

Direct awarding the North East Hampshire ADHD Service to Psicon will provide assurance and consistency in meeting the needs of children/young people. This will also reduce the risk of those already receiving medication experiencing adverse impacts from a break in service.

The direct award also affords the opportunity to review the impact of the service on children, young people and families. This will potentially be supported by a research project to determine effective outcome measures as a way of understanding the longer-term impacts on children/young people, particularly in terms of educational attainment, as part of a wider review of ADHD provision across Hampshire and the Isle of Wight.

This will allow the developed model and service specification to be fully costed, ensuring the service delivers value for money, and offering confidence that the service model is realistic and achievable without compromising the quality of the service.

Procurement throughout 2021/22 will divert commissioner and provider resources, at a time when workforce as a whole is under extreme pressure, post-Covid recovery and restoration. A direct award will provide confidence that the commissioned service will be safe, sustainable and equitable in line with the NSH Long Term Plan during a period of substantial expansion and change. Earlier review of the current service and consideration of the future model was not possible due to the levels of disruption to normal service delivery impacted by Covid.

Frimley CCG and the Hampshire, Southampton and Isle of Wight CCG has recommended that a direct award to Psicon (the existing provider) is in the best interests of meeting patient needs, improving quality of care, and maximising potential efficiencies within the system.
