The London Innovation & Improvement Alliance (LIIA) (hosted by London Councils) is looking to appoint a contractor to deliver programme and consultancy services - Your Choice & General LIIA Consultancy Services.

The LIIA programme is supported by London's 33 local authorities and the Department for Education as a key vehicle for improving outcomes for children. LIIA works closely with London Councils as the infrastructure body which supports collaboration between authorities in the capital. London Councils is therefore commissioning this work on behalf of ALDCS.

LIIA is entering its fourth year of operation and is seeking to embed an infrastructure for supporting children's services to innovate and improve through a range of sector-led improvement activity. LIIA specifically promotes activities to address the ALDCS priorities which are: adolescent safeguarding, workforce, SEND, Care Leaving and commissioning and resources. Details of the LIIA programme of activities can be found on the LIIA website at www.liia.london.

Tenders are invited from bidders in order to meet the following requirements:

A consultant is required to fulfil the following objectives:

• Provide programme leadership for the Your Choice violence reduction programme as part of the London Young People's Study (LYPS), ensuring that delivery targets are met including visiting LAs delivering Your Choice.

• Hold responsibility for leading on the development of Your Choice programme as an asset and the associated expansion of the programme's delivery.

• Work with funders, evaluators and key stakeholders to deliver the Your Choice efficacy trial.

• Ensure that Your Choice and LYPS are fully integrated within the wider ALDCS adolescent safeguarding programme.

• Provide researched input to the LIIA programme and policy leads in relation to ALDCS priority areas and emerging areas of ALDCS focus.

• Communicate opportunities for engagement in sector-led activity, including through development of website content and engagement with other RIIAs.

• Sharing outputs and promoting shared learning through LIIA activity.

• Identify and support the LIIA application for funding awards in order to further the ALDCS priorities.

Over the course of the next 36 months consultants would be required to undertake the following:

• Work with stakeholders to agree project plans, track progress and provide regular updates through the programme reporting mechanisms.

• Provide reports / presentations based on areas of responsibility to Directors of Children's Services and wider stakeholder groups including MOPAC (VRU), Youth Endowment Fund (YEF) and the Department for Education.

• Support / advise directors and practice leads, particularly those with ALDCS policy and sub-regional leads, in order to enable them to lead the programme requirements in support of ALDCS priorities and the LIIA programme plan.

• Facilitation of stakeholder workshops.

• Development of the LIIA website and related content.

• Contribute to LIIA team activity and development including fulfilling reporting requirements on identified programmes.
