two.2.4) Description of the procurement

As part of FCDO Policy Alignment work, the FCDO is working to develop a new policy and processes on IRW that improve the identification and management of risks, improve governance and to ensure FCDO is legally and tax compliant. We are looking to purchase advisory services to:

1) Provide Country Profiles on IRW - summarising advice on immigration, tax and employment law. These would be for around 40 core countries, though it will be desirable for suppliers to have the capacity to provide profiles for additional countries if required. Country profiles would be initially provided using a template provided by the FCDO within the first few months of the contract, with an annual refresh for each location including both any changes to date and upcoming changes due at the start of May each year for the life of the contract (3yrs +1 +1).

2) Provide a draw-down or bureau service for legal and tax advice for complex cases a range of country locations where FCDO wishes to offer international remote working outside the UK.

Once this service is in place, we hope to process most IRW requests using the information provided on the country profiles making it far more cost effective. Where there are more complex cases, we will draw upon the bureau service on an ad hoc basis.  FCDO provides HR Services to all government departments who have staff working overseas so the outputs of the contract will require to be applicable to and be drawn down by Civil Service Departments in the UK.

The Contracting Authority intends to use an e-tendering system for the procurement.

The Contracting Authority intends to use an e-tendering system for the procurement.

The Contracting Authority will be running a virtual market engagement event in the form of a webinar hosted on MS Teams on Wednesday 20th July 10:00 – 11:00. This will allow us to provide more information on the requirement and procurement plan, as well as answer any questions you may have about the requirement.

The event will consist of a short presentation about the requirement followed by a Q&A. If you would like to attend, please reply to this message on the Jaggaer system with the names and email addresses of those wishing to attend, as well as your preferred time. A Teams link to the session will then be sent out prior to the event.
