- Extreme urgency brought about by events unforeseeable for the contracting authority
Explanation:
Due to unplanned changes in tenancy in relation to a site owned by the contracting authority, the contracting authority is required to prepare specialist power supply to the site within a strict timeframe stipulated by the tenant. The relevant lead times for these supplies is such that orders for certain power supply equipment must be placed immediately in order to comply with tenant requirements for commencement of power supply. The power supply project has been disaggregated to ensure that only those elements of the project which are genuinely extremely urgent are being awarded pursuant to this direct award route, and the award is therefore being made in accordance with Regulation 32(2)(c) of the Public Contracts Regulations 2015. The award of this contract has been made only insofar as is strictly necessary because, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with.
