Early Engagement, Soft Market Assessment
BCP Council would like to seek input from the market and gain interest from potential bidders, prior to formulating any formal procurement opportunity. This will provide early insight into the likely level of interest from that market and will help shape the requirement.
BCP Council is conducting a Soft Market Assessment to gain an understanding of specialist organisations with relevant experience that can assist the Council with the provision of community-based day opportunities for older people (65 years and over).
Following the approval of BCP Council’s Day Opportunities Strategy 2024-2029 by Cabinet in March 2024 (see attached), commissioners are looking to diversify the provision of day opportunities with alternative offers to day service building-based services. Commissioners wish to engage with organisations who can provide community-based services for older people. Current commissioned day opportunity provision in BCP consists of either building-based day services for older people with significant needs who require a more secure environment and specialist support or community groups/activities that provide support for older people and their carers. There are no services currently commissioned for older people that provide an interim level of support for small groups of older people who do not have significant mobility and personal care needs, yet whom a community group/activity does not provide enough support and a day service provision may be less desirable due to cost, proximity to available services and personal preference.
Our commissioning intention is to provide a range of day opportunities for older people which will include an offer of services that are bespoke, local to individuals (with transport and refreshment/meals provided) and cater for shared interests of a small number of older people in a community-based setting or homely environment. This will provide a meaningful day for people who access services, be affordable and provide carers with short term respite from their caring responsibilities.
Our Commissioning aim for this project, is to commence the provision of these services in this financial year.
