NOTE: This is a Prior Information Notice (PIN) relating only to the engagement with interested parties, for market research purposes to inform potential future commissioning activity. This is not a procurement process at this stage.
Scotland Excel are seeking information from care providers of residential care services for adults to help inform national commissioning, contracting and purchasing arrangements.

two.2.4) Description of the procurement
Scotland Excel is exploring a national approach to commissioning residential care services for adults. The aim of the Service shall be to provide a safe and supported residential care environment to meet the needs of adults (18 to 65 years old) with varying complexity of support needs, which may include health needs. The key requirements mainly relate to adults in the following client care groups aged 18 years and over with physical or neurological conditions; acquired brain injury; enduring mental ill health; learning disability/ difficulty or life limiting conditions.
Information sought includes:
- Wider interest in future provision
- Views on the benefits of a national approach to commissioning

This service will be for providers that have approved registration with the Care Inspectorate and Scottish Social Services Council.

Scotland Excel will hold two open events via Microsoft Teams, which are currently scheduled for Wednesday 12 July 2023 @ 2pm-4pm and Thursday 13 July 2023 @ 2pm-4pm. We would welcome input from providers and the feedback will be used to inform the national commissioning and procurement process, however, neither Scotland Excel nor any contracting authorities will be bound to accept any views stated. Participation is not mandatory and any party not participating will not be disadvantaged in the tender process.
