This prior information notice (PIN) is used for information purposes only in advance of a formal tender process. This PIN is not a call for competition.

In response to the PIN, Economic Operators (Main Building Contractors) are requested:

1. to attend an information meeting with the Contracting Authority; and

2. to return a market consultation questionnaire.

The Project Brief and Market Engagement Questionnaires and information on how to request an information meeting are available on eTendersNI. ( https://etendersni.gov.uk/). Economic Operators are asked to note:

1. anything stated at an information meeting and the response to the questionnaire will be used only for the information of the Department of Education in order to understand the market;

2. the response to the questionnaire and anything arising from an information meeting will be treated as being strictly confidential;

3. neither the response to the questionnaire nor anything said at an information meeting will form part of any pre-qualification or tender stage assessments or will be marked in any manner;

4. Economic Operators will not be penalised or disadvantaged if they later change their position on the response to the question posed in the questionnaire or as stated in an information meeting;

5. information meetings will be conducted to only allow the passing of information as to the parties’ respective positions. No negotiation or broader discussions can be permitted.

The SSEC Main Works Competition (MWC) will include the delivery of five post primary school buildings and associated facilities which equate to approximately 64,000m² of building accommodation, in addition to synthetic pitches, infrastructure, environmental protection, landscaping and general site development works.

two.2.4) Description of the procurement

The Strule Shared Education Campus (SSEC) Programme is a longstanding Executive priority with continued broad political support. It is a hugely significant programme, representing massive capital investment in the west of Northern Ireland (NI), stimulating further development and regeneration of the region.

The SSEC programme will bring together six schools and over 4000 children and young people, from all backgrounds who will learn together on a vibrant and dynamic campus. As a pioneering project it will transform education in NI.

Significant progress has been made across the SSEC Programme to date. The first of the six school to be developed on campus, Arvalee School and Resource Centre is now complete and operational. The Site Preparation Works and Strathroy Link Road contracts are also complete and other aspects of the programme are progressed significantly including arrangements for the ownership, governance and management of the campus and the development of a bespoke education model for the campus.

The designs for the remaining five post primary schools and shared facilities are developed to Royal Institute of British Architects (RIBA) Stage 3 2016 - Developed Design. Full planning permission for the Campus masterplan and building designs has also been attained.

The SSEC Main Works Contract (MWC) will include the delivery of five post primary school buildings, a sports centre, a shared education centre, a sports pavilion and other associated facilities. The MWC will deliver approximately 64,000m² of building accommodation, in addition to synthetic pitches, infrastructure, environmental protection, landscaping and general site development works.

The MWC will be procured as a Develop and Construct contract through the appointment of a Building Contractor led Integrated Supply Team (IST). The IST will be required to take full responsibility for the Employer’s initial design and develop this into the technical design for Employer acceptance under a NEC3 Option C Target Cost Contract.

The MWC will be delivered to BIM level 2 in accordance with the Employer’s Information Requirements. The MWC will be required to achieve completion within realistic timescales stated in the contract to coincide with schools migration onto the Campus for the start of the academic year.
