Dorset CCG is seeking to commission a lead provider of a community ophthalmology service to deliver eye care to the population of Dorset. The eligible population is those aged 16+ who are registered with a Dorset GP.
The service will provide equitable access to eye care for service users and release capacity from acute settings enabling them to deliver more complex care.
This will be achieved by adhering to local and national pathways and best practice to deliver a service which ensures service users are referred appropriately, treated effectively, and have improved health outcomes.
The service delivered will comprise of:
•Referral refinement for new glaucoma patients, including enhanced case findings and directing the patient to the most appropriate service and care pathway
•Delivering autonomous monitoring and treatment of low to medium risk glaucoma patients
•Monitoring and treatment of glaucoma patients suitable for a shared care pathway
•Follow-up monitoring of shared care AMD patients
•Cataract follow-up appointments
•Treatment of Minor Eye Conditions
•Delivery of outpatient procedures including oculoplastic surgery and treatment of trichiasis.
The Dorset Procurement Service (DPS) is managing this Prior Information Notice (PIN) for a Market Engagement Event for Community Ophthalmology Services on behalf of NHS Dorset Clinical Commissioning Group (Dorset CCG). The proposed service falls within the scope of ‘Social and other Specific Services’ set out in the Public Contracts Regulations. Consequently, it is our understanding that any procurement prior to 1st April 2022 will be subject to the current regulation and therefore the Light Touch Regime will apply.
Dorset CCG is issuing this PIN to invite suppliers to a Market Engagement Event to be held on the afternoon of Thursday 12th August 2021 via MS Teams. The purpose of which is to gather market intelligence and information; to gain a better understanding of the capacity and appetite of the market in delivering the proposed services; to establish an appropriate financial model for the service; and to determine a suitable contract length with which to optimise a cost-effective solution.
It is important to note that this PIN is NOT a Call for Competition, and as such potential providers will need to be aware that this market engagement event may inform a further Notice to be published at a later date in regard to the commissioning of this service. Dorset CCG would welcome responses from organisations who may be interested in attending the Market Engagement Event. The agenda and supporting information will be available to all suppliers including suppliers who are unable to attend the Market Engagement Event upon request by email to dps@uhd.nhs.uk.
