Following completion of the market consultation exercise held in Autumn 2022, the Northern Ireland
Department for Infrastructure developed a new procurement strategy for roads construction, road maintenance
activities and other related transport/civils works valued up to £5 million which was published in March 2023. This
new strategy, known as the Procurement Enhancement Programme, will be delivered through a series of Road Asset
Management (RAM) Frameworks.
The RAM Frameworks have been developed to provide an efficient and value
for money procurement route for the Department for the management of road assets across Northern Ireland. The
RAM programme will include eleven frameworks, covering all the road asset management & improvement works
the Department undertakes regularly. These frameworks will be procured over a 4-year programme in ten separate
procurement exercises. Frameworks will be limited to the following activities: surfacing; surface dressing; structures;
road restraint systems; street lighting; small works; improvement projects; and road markings & surface treatments.
Each NEC4 Framework will consist of a varying number of Lots representing a unique geographical works area. The
scope of each Lot will be delivered using a 4-year ICC Measured Term Contract. Some frameworks will include further
opportunities to bid through mini competition for one-off NEC4 ECC projects up to £5m required in all areas covered
by the framework. The programme is now being rolled out by the Department, with the first procurement opportunities
available from autumn 2024, commencing with Surfacing Framework A.
The Department will be hosting an online information session on 20 June 2024 for surfacing suppliers interested in tendering for the Surfacing Framework A.
