The Medicine Clinical Board have an urgent requirement for 2 Acute Physicians and 2 Gastro Locums for a period of 2 months due to current service provuider being unable to provide further/additional medical Consultants

two.2.4) Description of the procurement

Due to the increased pressure that the C&V UHB is currently under the current service provider is unable to support any further / additional medical Consultants or Gastro Locums. All agencies on AW Frameworks have been approached but they also do not have the ability to support.

There is a need to obtain further medical support in order to ensure there is a reduced risk to harm to patients. There are long waits to be seen due to an increased number of patients attending the Emergency Unit department. The knock on effect of delaying medical reviews is that it delays treatment and increases the acuity of the patient, therefore increasing the length of stay when admitted.

There is an urgent requirement to procure 2 x Acute Physician Consultants to cover sessions in EU/AU and 2 x Locums for Gastroenterology to provide Ward Cover. This is a short term requirement for 2 Months from 20th July 2022. This VEAT notice will close after 10 calendar days ending on 1st July 2022.

Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

  • The procurement falls outside the scope of application of the regulations

Explanation:

There are significant operational pressures currently on both UHW and UHL sites. Without the additional Consultant / Locum resource it will compromise patient care as follows:

A delay in treating patients

A constant number of patients waiting in inappropriate areas within the EU/AU

An increased length of stay for patients when admitted

An increased level of acuity for patients due to the delay

An increased number of cancelled outpatient clinics as there will be an urgent need to withdraw this service to pull Consultants to the EU/AU

An increased delay offloading ambulances due to the backlog in the department

Poor discharge profiles on the wards due to the lack of Consultants who can provide medical reviews

This is an interim 2 month solution due to the critical level of staffing in the Medicine Clinical Board whilst the recruitment process for further HB staff is concluded.

This VEAT notice will end after 10 calendar days on 1st July 2022.
