two.2.4) Description of the procurement

Computer simulations of the transport system are an invaluable tool for gaining insights into the travel patterns of an area and the performance of the network. Transport for West Midlands (TfWM), part of the West Midlands Combined Authority (WMCA), intends to establish a set of modelling tools over the next few years that can support the development of policies and specific interventions in the transport system. These tools will be designed to assist in sharing an understanding of how the performance of the transport system may change over time in response to many factors outside of the control of TfWM as well as the likely impacts of proposed interventions within the transport system.

This tender is for the development of the Regional Strategic Model (RSM) which includes but is not limited to the following elements:

• Full documentation of the processes/methodology

• Full documentation of codes/scripts for building the RSM

• Where appropriate, user manuals

The contract is expected to be for a period of 4 years from 19th September 2022 and bidders are asked to provide the proposed project team’s rates broken down by skill level should TfWM require any additional related work on the project. These must be valid during the build process.

This tender is being evaluated on the basis of 70/30 quality/price. The closing date for submissions is 1200 noon on Monday 25th July 2022 and if you have any clarification questions please submit them by 1200 noon on Monday 18th July 2022.
