two.1.4) Short description

National Citizen Service Trust ((the “Authority”) is seeking to appoint up to two suppliers each delivering approximately 11,500 Residential Experiences for young people per annum. The Residential Experiences are trips away from home, where young people are taken out of their usual context and engage in youth-led project-based challenges that deliver NCST strategic outcomes for young people as follows:

• Life skills & independent living;

• Employability & work readiness; and

• Volunteering & social action (which enables social mixing)

The purpose of this Contract Notice is to invite potential suppliers to:

• Tender for Lot 1 (Provision of Residential Experiences in North East, North West, Yorkshire and the Humber, East Midlands )

• Tender for Lot 2 (Residential Experiences in West Midlands, South West, East of England, South East and London )

The Contracting Authority reserves the right to award a single contract for both Lots, the details of the process of which will be provided in the invitation to tender.

two.2.4) Description of the procurement

A detailed service description is provided in the invitation to tender. In summary the Authority seeks up to two Suppliers to coordinate and deliver the full end to end residential experience for young people including:

• Young person engagement

• Logistics (such as transport to and from the venue)

• Accommodation

• Catering

• Staff Training

• Delivery of the youth led activities to achieve NCST strategic outcomes

• Obtain feedback on effectiveness of residential experiences

The residential experiences overview:

• 4 nights and 5 days away as standard

• Cohort group sizes that promote mixing and engagement

• Socially mixed cohorts

• Residential experiences can be delivered at any point in the year

• Residential Experiences should have a primary focus on one of the three NCST objectives

• A variety of inclusive venues are to be used (e.g. outdoor centres, student flats, hostels, boarding schools)

• Deliver Youth led project-based learning experiences

• Collaborate with relevant third-party partners (e.g. employers, social action partners)

• Provide action and reflection development models

• Make residential experiences visible on NCST electronic systems platform

Young people can access only one residential experience. Young People may have a choice of residential experiences including:

● independent living

● employability

● social action and volunteering

The Supplier (including a consortium formed Supplier) operates the accommodation sites used for delivery of a minimum of 25% and a maximum of 75% of all Residential Experiences delivered.
