two.2.4) Description of the procurement

Witney is a market town founded on the banks of the River Windrush, situated on the edge of The Oxfordshire Cotswolds. It's the largest town in the district of West Oxfordshire and has a population of roughly 35, 000 and 13, 500 houses. The population of Witney and the surrounding area is expected to grow from 35,100 to 40,100 (+14%). Witney established itself as an important wool town and still has a healthy business community with a thriving high street and shopping centres with a great mix of quality independent traders and High Street names. Free parking and the town's unique blend of history, culture and shopping make it a very popular destination for visitors.

The Leys Park is host to a large play area, splash park, crazy golf course, tennis courts, bowls club, café, sports pitches, and the existing skate park which was constructed in 2003.A new development led by an external stakeholder (Courtside CIC) is coming on stream in 2023/24, to include paddle board and other complementary facilities.

You are invited to tender on a contract to work in partnership with Witney Town Council for the Consultation, Design and Construction of a replacement wheeled sports park in Witney.

Local consultation has identified that there is a need for a replacement wheeled sports facility at The Leys recreation ground. The existing park is almost 20 years old and looks out of place with the other facilities offered.

The Council has set aside funds towards a new wheeled sports area that will be designed in consultation with the successful Applicant of this Tender, which will be asked to consult with local young people. Access to the site will be via a removable barrier on Station Lane, Witney. The successful contractor will be expected to use appropriate ground protection and banksmen to access the park.

The outcome of this Tender will be to identify and select a single Contractor to take the project forward from consultation to a final design and a completed installed freeform concrete wheeled sports park. Prime objectives include: -

• Replace, update, improve and diversify the current wheeled

sports provision

• Create a safe, inviting space for a wider age and ability range -

the Council is particularly

interested in increasing usage by girls and encouraging

inclusiveness

• Increase use of facility including people with disabilities

• Reduce obesity, improve health and well being

• Reducing Anti-Social Behaviour

• Create an aesthetically pleasing design that is unique to the

park

• Offer a range of activities to complement and enhance skating

and riding

• Instil pride in the local community and foster a sense

ownership for the park solution based on their experience and

expertise.
