The Kent County Council (the Authority) is looking to consult with the waste sector market to support the development of a commissioning strategy for the future operation and management of Household Waste Recycling Centres (HWRCs) and Waste Transfer Stations (WTSs) in Kent, including haulage services.
KCC currently operates a network of 19 HWRCs providing facilities for re-use, recycling, and safe disposal, for a range of material streams delivered by Kent residents. Co-located at some of these sites are transfer stations for the deposit and bulk loading of waste materials collected and delivered by the district and borough councils of Kent, as well as trade waste from businesses.
KCC requires new supply contract(s) from 1 November 2025 to deliver waste management services based at 17 of the HWRCs and WTSs situated across West Kent, Mid Kent and East Kent including:
(a) Management and Operation of Waste Sites, including staffing, all equipment, waste segregation, facilities management, asset management, maximising recycling and re-use, and avoidance of landfill, etc.
(b) Haulage of Waste to final disposal outlets – each different type of waste stream will need to be transported to a specific final waste disposal outlet, except for some specific types of waste which are collected at site by third-party waste disposal suppliers.

Responses to this questionnaire will be used to inform KCC’s strategy for commissioning these services; KCC may contact organisations directly to discuss/clarify their response to this questionnaire where necessary.
