Countryside Productivity Small Grants (CPSG) and the Farming Equipment and Technology Fund (FETF) Round 1

As part of the Rural Development Programme for England, which makes up Pillar II of the Common Agricultural Policy (CAP), Defra administers a small productivity capital grants programme for farmers known as Countryside Productivity Small Grants (CPSG). This scheme is now in it’s third and final round. Defra is developing and delivering successor schemes as we move away from the CAP after EU-exit. One of these is a small capital grants scheme known as the Farming Equipment and Technology Fund (FETF).The first round of this capital grants scheme will be launched in the Autumn.

Defra is looking to:

* Provide a Value for Money assessment and impact evaluation of CPSG. This evaluation will cover all three rounds primarily drawing on existing evidence for rounds 1 and 2 and new analysis for round 3.

* A process evaluation and early outcomes assessment for FETF. This evaluation will cover the first round of funding from 2021.

A number of evaluation approaches may be appropriate (theory based, participatory, case-based) and we expect that this evaluation will involve a combination of primary and secondary research.

The supplier will be expected to:

* Develop a research design document and project plan

* Provide an interim report

* Deliver a final report

* Provide recommendations on future monitoring and evaluation of the FETF

In addition, provide continuous feedback on findings to support the design and delivery of future FETF rounds.

A supplier event will be held on the 26th July from 2.30-3.30pm. This will be a question and answer session for this Evaluation and the upcoming National Rural Network Review. The event can be accessed at the following link:
