Provision of Project Leadership Programme (PLP)
It is of critical importance to NISTA is build project delivery capability through enhancing project leadership.
To do this NISTA has established two key project leadership development programmes, one of which is the Project Leadership Programme (PLP).
Launched in 2015 PLP, is aimed at leaders who hold key delivery roles in large and significant Government projects. The programme is currently delivered by a consortium led by Cranfield University School of Management.
The programme has enrolled since its inception over 2700 leaders from across 30 different government departments and bodies and delivers 6 cohorts a year of between 30 — 50 participants per cohort.
PLP is based on three key leadership competencies: leadership of self, commercial leadership and technical leadership. Its content combines expert academic theory with practical hands-on learning. Its format currently includes 4 residential modules, mandatory and elective classes, coaching and online tools such as bespoke 360º feedback and a participant information portal.
The current contract expires in December 2025 and it is the intention of NISTA to re-procure the programme. This PIN does not however constitute a commitment by NISTA to commit to any procurement activity or award a contract but is to alert the market to some market engagement activity. The estimated value in this notice is subject to the final requirements identified so constitutes a guide only.

The purpose of this PIN is to give notice that the National Infrastructure and Service Transformation Authority (NISTA) is intending to undertake a tendering exercise from the end of May 2025 to set up a new contract for the delivery of the Project Leadership Programme, and to advise potential market suppliers of a forthcoming supplier day which is taking place ahead of the formal procurement process.
The purpose of the day is to explain the business, learning requirements, context of HM Governments work on building project and programme delivery professional capability. It will explain the proposed procurement strategy and process
It will give suppliers the opportunity to ask questions, seek feedback, explore the scope for innovation and change and understand the contracting approach.
The supplier event will be held virtually (approx 2 hours) on Monday 12 May 2025. To register interest in attending the meeting please email plp@ipa.gov.uk. If you cannot make the event please still register your interest and information can be shared post event.
This Prior Information Notice is to signal an intention to commence market engagement with those within the Learning and Training Services industry.

The service that arise from this framework will involve the supplier holding material that has been assigned a protective marking under the Government Security Classifications Scheme (April 2014) of OFFICIAL/SENSITIVE. Bidders will be required to implement their solution in accordance with the Learning and Training Services RM6219 Schedule, “Security Requirement and Plan”, to meet Learning and Training Services RM6219 requirements. This will be released at the ITT stage.
