The City of London completed a invitation to tender to commission an organisation with relevant experience to provide a hospital-based inpatient detoxification and stabilisation (IPD) service for drugs and alcohol. This is part of a pan-London response to increase inpatient detoxification and stabilisation capacity for substance misusers with co-morbid physical and mental health needs. The service makes a critical contribution to the national strategic intentions to reduce drug and alcohol related offending and reduce harm linked to substance misuse.
The vision was to commission a high-quality, outcomes-focused service offering safe, psychologically informed and person-centred interventions, which are evidence-based and represent good value for money. The service seeks to maximise positive treatment outcomes, as well as improve the health, wellbeing and life chances of alcohol and drug dependent patients who require inpatient detoxification and stabilisation.
The aims of the service are:
• To deliver an integrated care pathway underpinned by a shared understanding of the recovery principles applicable to all commissioned drug and alcohol treatment services across London boroughs.
• To provide a multi-disciplinary partnership between pan-London local authorities, community substance misuse teams, housing and social care, and tertiary care to provide a holistic inpatient detoxification and stabilisation service.
• To prioritise patients with co-occuring conditions.
• To patients at the centre of holistic care, promoting health, well-being and life chances
• To raise the aspirations of patients and lower barriers to care to strengthen engagement with treatment by building trust and understanding in the service.
The modification completed was a waiver to implement an extension beyond the permitted optional extension period for nine months (01.01.23-30.09.23). The City of London (City Corporation) were unable to complete a compliant procurement exercise due to the timescales around confirmation of future grant funding from central government and City Corporation may have faced reputational damage if there was a gap in the provision of this essential service for Londoners.
