four.1) Description

four.1.1) Type of procedure

Negotiated procedure without publication of a contract notice

  • New works/services, constituting a repetition of existing works/services

Explanation:

DGM has a requirement to conduct In Service Surveillance (ISS) for Reduced Range Practice Rockets (RRPR) and Python Ammunition, to extend the life of the stockpile.

It is considered that, for technical reasons, this contract can be placed using the negotiated procedure without prior publication, pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(b)(i)(bb). Roxel are the Design Authority (DA) for the RRPR and Python systems, who supplied the original procurements and current stockpile. Roxel have the intimate knowledge and specific know-how of both systems which no other organisation will possess, which will allow the ISS to be conducted efficiently and effectively. Roxel conducted the previous ISS activities for Python and RRPR, therefore have experience of conducting the appropriate tests and will provide continuity of test conditions to allow a meaningful comparison of the results with the previous findings, which again could not be accomplished by engagement of a third-party to conduct the ISS.

Accordingly, the UK MoD proposes to let a contract with Roxel (UK) Ltd for the ISS of RRPR and Python. This contract will be of 1 year duration. The contract value is estimated at £318,400 (Ex Vat) GBP.
