NHS England & NHS Improvement aims to commission a national seasonal surge pressures support offer that will be made available across England (working with the 7 Regional areas) to local Trusts/ systems to help with surge capacity to support Hospital Discharge / Pathway 0 and community out of hospital wrap around care. This is an exciting opportunity to support the creation of a sustainable support offer for local systems to call for surge capacity support. This offer provides a robust commissioned offer from the Sector on a longer term contract allowing time for development and improvement of services, conduct a long term evaluation of impact and ensure better alignment to NHS priorities. The programme aims to fully demonstrate the need for surge capacity support to enhance resilience within health and care systems to reduce system pressures.

The commissioner reserves the right not to proceed with the Procurement, or any part thereof, or change the requirements as necessary at any time. It is the intention of the Authority that the procurement will be conducted as an Open Procedure under the Public Contracts Regulations 2015. The ITT is expected to be published August 2021. A separate advert will be released advising of this.

This Prior Information Notice (PIN) is to advise prospective providers of the Commissioner’s intention. It is our intention to hold a market engagement event on the morning of Thursday 29th July 9.30-1130am, to discuss our intended service delivery model and consult with parties interested in potentially bidding to deliver a lead provider or consortium offer for the national Surge Support Programme. The event will take the form of an online presentation and discussion organised through MS Teams and will outline our current thinking, the anticipated procurement process, general discussion, and requests for information. The process will also provide an opportunity to network with others providing support in this area already. NHSEI will use the opportunity to gather intelligence from providers who may influence and inform the development of the final tender.
